Partnership Development Project (Cross Lake First Nation and Cross Lake Incorporated Community)

Project Description
Funded by Indigenous Services Canada, the Waste Management Partnership Development Program (PDP) is an interactive capacity-building program focused on building positive relationships and establishing partnerships between First Nations and their neighbouring municipalities to support improved solid waste management. PDP establishes joint working groups between First Nations and Municipal governments and provides neutral third-party facilitation of those meetings to assist in the regionalization of solid waste management in Manitoba. A key method of achieving this is at the community-level is through the development of mutually-beneficial long-term solid waste service agreements between First Nations and neighbouring municipalities.
Cross Lake First Nation and the Cross Lake incorporated Community have decided to work together to find solutions for their regional waste management issues. The two closely related, adjoining, but independent communities are both known as Cross Lake. One is the Incorporated Community of Cross Lake on Crown land, and the other is located on the nearby Cross Lake Indian Reserve. The communities share a landfill site that is inadequate and improperly located on Provincial Crown Land.
In March 2018 the Incorporated Community of Cross Lake and Cross Lake First Nation signed a Memorandum of Understanding that outlined the two parties’ commitment to work together on joint solid waste planning, improve the conditions of the existing waste disposal site, and to introduce household recycling and other waste diversion practices to the community of Cross Lake.

- Reducing the amount of waste requiring disposal;
- Increasing the level of recycling activity throughout the regional district; and
- Ensuring that any residual waste is disposed of in a manner that protects environmental and social well-being.
